Description

St Joseph's Hospital are looking for an Engineering Manager to join our busy TEstates department.

Duties and responsibilities

  • Managing and maintaining the physical assets of all hospital buildings and plant, taking responsibility for the ongoing development and update of the estate. 
  • Appropriate reporting in relation to the physical condition of the hospital estate, plans and surveys and legislation compliance and statutory compliance including Health Building Notes and Health Technical Memoranda guidelines.
  • Contribute to the project management of capital projects to ensure delivery on time, within budget and compliance with all relevant standards. 
  • Provide technical input into short, medium and long-term estates capital investments. 
  • Inform the order of prioritisation of capital works.
  • Determine the prioritisation of maintenance and compliance activity.
  • Prepare scope of works, tender documents and cost estimates for capital works and maintenance.
  • Distribute estates activity amongst available resource to ensure that deadlines and targets are met within agreed timescales.
  • Determine maintenance budgets.
  • Manage and undertake Pre-Planned Maintenance (PPM) of Hospital systems and equipment and react swiftly to any rectification/repair/upgrade works identified. 
  • Maintain the Service Register.
  • Maintain the Estates Risk Register and a Register of Compliances/Non-Compliances.
  • Develop and update the hospital’s plant refresh programme.
  • Manage the safe and cost-effective recycling/reuse/disposal of plant as it is replaced.
  • Management of consultancies and contractors, on and off site. 
  • Propose and deliver a plan to maintain compliance with statutory obligations and best practice, including Health Building Notes and Health Technical Memoranda with a proactive and forward-looking approach ensuring that all changes to legislation and guidance are accommodated.
  • Obtain competitive quotations/tenders for works to be undertaken by third parties and demonstrate best value in procurement of these services.
  • Contribute to the review of quotations and tender documents and the selection of third-party organisation to undertake works at the hospital.
  • Supervision of building, mechanical, electrical and other works within the hospital estate, ensuring that all work is undertaken to the appropriate standards. 
  • Oversee the preparation of drawings, specifications, schedules of work received from third parties for all new works and maintenance programmes.
  • Manage and provide a first-class maintenance and repair service for the hospital.
  • Ensure that urgent reactive maintenance is prioritised over pre-planned activities.
  • Maintain a list of approved contractors.
  • Manage and maintain all policies and procedures within the Estates Department.
  • Undertake regular system and safety checks to ensure operational efficiency and internal/external audit requirements are being met or exceeded.
  • Take ownership of striving for best practices within the Estates Department and ensure that standards are consistently high throughout the hospital.
  • Maintain strong communication and proactive engagement with Heads of Departments and Hospital Senior Management.
  • Maintain a suitable stock of critical spares and general Estates consumables.

Essential 

  • Degree of HND Qualified Engineer or appropriate experience.
  • Have experience of Estates project management.
  • Have experience of managing routine maintenance, statutory and mandatory compliance requirements and property/Estates management including facilities and grounds maintenance.
  • Ability to work effectively and professionally with employees and managers at all levels.
  • Strong written and verbal communication skills. 
  • Ability to prioritise, work under pressure and to tight deadlines.
  • Good working knowledge of Microsoft Office Suite, meeting platforms, and have practical experience of using commercial building estates and maintenance management software. 
  • Have the ability to work on engineering plant and equipment with other members of the estates team, particularly for more complex and demanding engineering tasks if required. 
  • Be willing to work flexible shift patterns, including evening and weekends when required. 
  • Be willing to be part of an on-call rota.
