Due to the retirement of the current postholder, we are looking for an experienced construction professional to lead our small but highly motivated Property Construction/Capital Projects Group.
Ideally coming from a cost/contract management background, or with strong experience in these areas, the postholder will lead a multi-disciplinary team responsible for delivering the Council’s Capital-Build Works Programme.
Candidates will have experience in delivering programmes of work involving multiple construction capital-build projects with individual values in the £5 - £40m range. You’ll need a track record of achieving quality outcomes within set timescales and budgets, with strong experience in programme and financial management. You’ll also need to demonstrate good knowledge/experience of construction-related procurement, both traditional and two-stage, and contract management. The Council generally uses the NEC Forms of Contract for its capital-build projects.
This is a key role within our Economy and Place Service, sitting alongside and working closely with the Council’s Property and Asset Management functions. The work will be interesting and varied and there is broad scope for the right individual to play an active part in driving change and delivering positive outcomes. We currently have several new build schools and/or major extension or refurbishment projects on site and planned, a range of Net Zero and energy saving infrastructure/retrofit schemes, a series of innovative town centre regeneration projects and a number of emerging site development schemes to design/deliver which are potentially transformative in nature.

Borough status allows Torfaen to give the chair of the council the title of mayor. However, the council discontinued the role of mayor in 2018. A presiding member role has been created instead to chair meetings.
