Job Description

JOB PURPOSE

Procure Social or Corporate services and Home to School transport contracts in accordance with Council policies and Government regulations using electronic tendering methods.

KEY RESULT AREAS

  • To procure Social Services and Corporate Services and education transport tenders with the use of EProcurement systems and undertake their evaluation and subsequent award to successful contractors, in accordance with Council policies and Government regulations. To ensure that contracts are awarded in accordance with the terms and conditions and ensure that all documentation is checked when awarding contracts. Liaise on any issues arising and provide this information to the compliance officer once contract is awarded
  • To review and maintain social services, corporate contracts, mainstream school, special needs school and college contracts and implement improvements to contracts to maximise benefits, ensuring continuity of services and value for money.
  • To co-ordinate the assessment and allocation of Mainstream, ALN, Post 16 college and concessionary Transport applications ensuring accurate assessments and allocations
  • Ensure that the Passenger transport services procured adhere to the corporate Safeguarding policies
  • Provide order numbers to operators and ensure payments are made in line with the corporate policies and financial regulations. To approve invoices for payments and liaise with sundry debtors department and payment department. To Invoice and collect fees in line with concessionary and post 16 transport awarded. To investigate outstanding creditors for legal proceedings taken by the authority.
  • Attend any Professional Strategy Meetings that are called by safeguarding and represent the Passenger Transport Unit. To represent the Passenger Transport Unit at SEN Review Meetings.
  • To ensure that all compliance documents are received from operators before contracts are issued and that they comply with the General and Special terms and conditions of contract. Ensure any noncompliance is escalated to the Senior Officer or Team manager to decide on a preferred course of action
  • Arrange Personal Transport Budgets with parents where applicable, monitor, and record the journeys in line with the terms and conditions of the policy.
  • To provide budget information to the Senior Officer, Team Manager or Finance Accountant for all transport procured on a monthly basis. Ensure that all accruals at end of financial year are accounted for and reported
  • To ensure the effective maintenance and recording of customer complaints and the compliance with the Corporate Customer care standards.
  • To collate, keep detailed records and monitor key documents from contracted transport providers including licenses, insurances, registrations and MOTs ensuring current validity and compliance with legislative and contractual requirements.
  • To collect record and monitor risk assessments form bus and taxi operators in accordance with the Welsh learner travel measure and ensure that when new contracts are issued a new risk assessment is received in the given period
